Rufus at first was an unknown character in the movie, in fact you have to follow theories and speculation that even proof he is in the movie without actually seeing it. He is still the rather manipulative guy that he is after all he is the boss of Shinra. However it would seem his motives have changed since that of the game.

In the game Rufus takes the role as President of Shinra Inc. after his father is slay by Sephiroth. Rufus is a rather cocky and forward person and likes doing things his way and follows orders from no one. Because he is the President of Shinra he can do as he pleases and even though most of the things he does are not in the best interest of the planet he does do some things to help the Avalanche team like when he fires on the Northern Crater to remove the barrier around Sephiroth. Though this was not the intention to aid Cloud it did allow them to enter the Creator and take on Sephiroth.

Like in the Game Rufus continues to seek things that do not need to be in his hands. After the retrieval of Jenova he is targeted by the SHM crew and is in constant question by Kadaj. Though it would seem Rufus cause is actually for the good of this planet for a change; Cloud still refuses to join sides with him. In the movie the aid of Avalanche and Shinra is off and on and overall they are both after the same goal of stopping Kadaj and his gang. It would also seem that Rufus is carrying the Jenova part that Kadaj is seeking the entire time and thus in doing so puts his own life on the line in order to prevent it from falling into the wrong hands.
