Head to the throne room of Castle Aquaria to trigger a scene. After the conversation, leave. If you didn't recruit Adray before he will now be a permanent member of your party. If you did the Rumina and Ruddle sidequest (sidequests section) then their shop is now open with the best buyable equipment in the game:
